Born on the 12th June 1935 to the late Rauli Kiwanuka Semakula, former Chief Justice of Buganda Kingdom and the late Namuli Agnes. He got married to Pauline Namuli Kulabako in 1961.
The late Paul Kiwanuka Mukiibi has been an active member of the Catholic Church, serving as the Ssabakristu for Gayaza sub parish as well as Bisanje Parish.
The late Paul Kiwanuka Mukiibi strongly believed in the value of education and was a founding member of Gayaza Primary School. He was a director at St Paul and Pauline SSS Gayaza as well as a lecturer at Bahia Technical Institute. He was a Board member of Bisanje Primary and Kimasnya Primary School.
He was a director at Seke Estate Builders and Contractors.
The late Paul Kiwanuka Mukiibi was a strong Democrat and a member of the Democratic Party.
