WILBERFORCE KISAMBA MUGERWA January 11, 2021

Wilberforce Kisamba Mugerwa was born on July 5th 1945 to Late Lazaalo Kato Mugerwa and Late Miria Nakasi Mugerwa in Kikonda Village, Bamunanika Sub-county in Luwero District. He has been a Farmer and a Policy Development Specialist. His mission in life was to selflessly make the community better through sustainable development programmes.

  • He held a PhD in Agricultural Economics from Makerere University.
  • He was a Visiting Professor at Williams College Massachusetts, USA.
  • He was a Research Associate at Makerere Institute of Social Research, Makerere University.
  • Before his passing, he has been serving as the Board Chairman of the Microfinance Support Centre of Uganda (MSC) and also Chancellor of Ndejje University.
  • He served as the Chairperson of the National Planning Authority (NPA) from 2008 to 2018.
  • He was a Division Director of ISNAR under the International Food Policy Research Institute (IFPRI) based in Addis Ababa (2004-2006).
  • He served as a Member of Parliament for 25 years and a Cabinet Minister for various portfolio in the Government of Uganda.
  • He authored various books mainly on socioeconomic development areas of land tenure, poverty dimensions, demography and socioeconomic transformation and published various papers in referral journals.
  • Before his passing he had written a biography about his life in the book entitled “A Focused Journey” published in 2018.
  • He also wrote other books including “Luweero Triangle in the Limelight” and “Development Planning and Human Development– Celebrating 47 years of Career in Policy and Development Planning in Uganda” published in 2018.
  • At the time of his death, he was concluding the project on writing of a book titled “THE POLITICAL ECONOMY OF THE GHETTO IN UGANDA”. He survived by his wife Christine Rebecca Kisamba Mugerwa and children; Proscovia Kisamba, Racheal Kisamba, Agnes Kisamba, Miriam Kisamba Bwengye, Esther Kisamba Bwisho, Norah Lubega and Jacob Kisamba. He also had two sons who passed on; Daniel Ssetumba (RIP) and Isaac KIbebefu Kisamba (RIP). They have been blessed with grandchildren; Priscila Kibuuka, Gloria Nalukwago, Destiny Atukunda, Devout Aturonda, Dominion Atumanya, Kristian Mugumya, Karl Mugisha, Splendour Lubega, Valour Lubega and In-laws Edwin Lubega, Grace Bwengye and Michael Bwisho.

Burial will take place on Monday 11th January, 2021 at their home in Kikonda – Bamunanika Luwero, starting with a funeral service at 10:00am.
