Joined the Civil Service in July 1961, serving as Assistant District Commissioner in Mbale and Soroti between 1961-1965. Joined the Foreign Service in 1965. Posted to Bonn, West Germany, 1966-67, London 1967-1969, Headquarters 1969-1974, Posted again to Bonn, West Germany 1975-1979. Ambassador to Sudan, 1980-1982. Director, Ministry of Foreign Affairs, 1982-85. 1985-1996, Permanent Secretary in the Ministries of Foreign Affairs, Local Government, Women in Development, Office of the President, Planning and Economic Development, Trade and Industry.
There will be a Requiem Mass at Our Lady of Africa, Mbuya on Friday, 28th October 2022 at 02:00pm, followed by vigil at their residence in Kitende.
There will be another Requiem Mass at St. Joseph’s Catholic Church Lweza on Saturday, 29th October 2022 at 01:00pm, followed by burial in Kitende- Entebbe Road at 04:00pm.

October 28, 2022 at 3:24 pmOn life’s long journey, you meet some extraordinary people. As a boy, living in Kampala, Uganda, I lived right next door to this man and his family. A true gentleman. And an exceedingly brave one too. Serving in the Uganda government as an ambassador in the period of Idi Amin (1971-1979) cannot have been easy.
I was best friends with his three sons Robert, (the late) Michael and Martin Kasirye (now a UN diplomat himself), and I just about remember baby Ivy (who is now one of Uganda’s top doctors), sharing the very happiest times of my youth.
My sincere condolences to his lovely wife Jane and the whole Kasirye family. RIP Francis. Uganda owes you a great deal.
